A County Seat Between the Lagoon and Grassy Waters
West Palm Beach covers about 58 square miles, from the Lake Worth Lagoon on the east to the Grassy Waters Everglades Preserve on the northwest. The lagoon separates the city from Palm Beach island, Clear Lake sits just west of Downtown, and the C-51 canal carries water toward the coast. Grassy Waters is both the city's drinking-water reservoir and, as the City puts it, natural storage that reduces flooding for nearby homes.
The City's flood information page lists the main threats as storm surge, heavy rain that overwhelms drainage, and flooding of properties that sit outside mapped flood zones. Rainfall at Palm Beach International Airport averages about 61.75 inches a year, much of it from May through October thunderstorms.
Because West Palm Beach is the county seat, it mixes older single-family streets, Downtown condo towers and office buildings, which means water damage here is as likely to involve a commercial suite or a shared building as a house.
When King Tides and Rain Arrive Together
The City says king tides return every year from September through November and usually last about three hours around each peak. They can flood streets near the Intracoastal and also some low-elevation areas that are nowhere near the water.
The real trouble comes when a downpour lines up with a high tide. City officials explain that rainwater cannot drain properly until the tide goes down, so streets that normally clear in an hour can stay flooded much longer. To help, the City has installed tidal flood valves in more than a dozen vulnerable neighborhoods, letting stormwater out while keeping lagoon water from backing up.
Rain alone can do it too. On October 20 and 21, 2014, nearly 10 inches fell in some coastal spots, and the National Weather Service reported flooded roads between downtown West Palm Beach and Riviera Beach. The City asks residents to report king tide flooding at (561) 822-2185.
Back-to-Back Hurricanes and What They Left Behind
In September 2004, Hurricane Frances dropped 13.56 inches of rain at Palm Beach International Airport, with more than 10 inches in a single day. Three weeks later, Hurricane Jeanne came ashore at nearly the same spot, adding 9.10 inches at a gauge west of the airport and producing an unofficial 125 mph gust in West Palm Beach. In 2005, Hurricane Wilma gusted to 101 mph at the airport.
Storms like these cause two kinds of damage at once. Wind lifts shingles and breaks windows, letting rain in from above, while heavy rain floods from below. A roof that has been compromised by one storm can leak badly in the next, so after any hurricane it pays to check ceilings and attics, not just floors.
