River, Inlet and Ocean: Three Sources of Flood Risk

Jupiter sits at the top of Palm Beach County, about 10 feet above sea level, where the Loxahatchee River meets the Jupiter Inlet. The inlet is also the southern end of the Indian River Lagoon stretch of the Intracoastal Waterway, and the Atlantic lines the town's eastern edge. That means river, lagoon and ocean water all shape flood risk here.

The Town's flood guidance says the most vulnerable properties are in low-lying areas, along canals or lakes, or near coastal areas prone to tidal surge. It also says plainly that every property in Jupiter has the potential to flood, because hazard zones are scattered across town.

New FEMA flood maps took effect in Jupiter on December 20, 2024. If you last checked your zone before then, look again through the Town's flood zone page. Zones include A and AE high-risk areas, VE coastal high hazard areas along the water, and lower-risk X zones.

Frances, Jeanne and the 2004 Season

The 2004 hurricane season hit Jupiter hard. Hurricane Frances came ashore near Sewall's Point, just to the north, on September 5, and its southern eyewall raked northeastern Palm Beach County. The National Weather Service recorded a 91 mph gust at Jupiter Inlet and estimated 2 to 4 feet of surge along the northeast Palm Beach coast.

Three weeks later, Hurricane Jeanne made landfall at almost the same spot. NWS noted locally severe rainfall flooding in Jupiter and Palm Beach Gardens, and Jeanne sandblasted the paint off the upper part of the Jupiter Inlet Lighthouse.

Back-to-back storms are hard on buildings. A roof weakened by the first can leak badly in the second, and wet insulation left from one storm can still be damp when the next arrives. More recently, in October 2024, the EF3 tornado spawned by Hurricane Milton ended its 29-mile track in the Jupiter Farms area. Our storm damage cleanup page explains how roof and wind-driven rain damage are handled.

Protecting Plumbing and Sewer Lines During Outages

A detail many Jupiter residents miss: power outages can cause water damage indirectly. The Loxahatchee River District, which handles wastewater locally, asks customers to limit water use during outages so the sewer system is not overwhelmed.

  • Gravity sewer homes should keep water use low until power returns to the whole neighborhood.
  • Low-pressure sewer homes should not let any water go down the drains during an extended outage, then call the District to schedule a pump-out once weather improves.
  • If sewage backs up indoors, wear protective gear, clean hard surfaces with soap and water and disinfect them. Sewage is Category 3 water, and porous items it touches usually need to be discarded.

For a backup that reaches carpet, drywall or cabinets, call (888) 817-5061 and we will connect you with a restoration company that handles sewage cleanup and water extraction.

Immediate Steps for Jupiter Homeowners

  1. Stay out of moving water. The Town reminds residents that just six inches of moving water can knock you off your feet, and that most flood-related deaths happen in vehicles.
  2. Stop the source. For an indoor leak, close the main water valve, and turn off electricity to wet rooms only if you can do it from a dry spot.
  3. Sort out the water type. A burst supply line is Category 1. River, lagoon or surge water and sewage are Category 3.
  4. Document before cleaning. Take photos and video of waterlines, the source and damaged property.
  5. Call for help. Dial (888) 817-5061, 24/7, to be connected with a local restoration professional.

Seasonal residents should arrange for someone to check the home after storms. A leak in an empty house can go unnoticed for weeks.

Inside a Typical Jupiter Restoration Job

Water damage restoration in Jupiter generally moves through four stages.

  • Inspection. The crew confirms the source and water category, then maps moisture with meters and thermal cameras to find water under flooring and inside walls.
  • Extraction and tear-out. Standing water is removed. After flood or surge water, soaked drywall, insulation and carpet pad are usually taken out and surfaces cleaned.
  • Drying. Dehumidifiers and air movers run while readings are logged until materials are dry. See structural drying for details.
  • Rebuild. Drywall, trim, flooring and cabinets are restored through water damage repair.

Ask any restoration company about its licensing, insurance and training, such as IICRC certification, and request copies of its drying records for your insurer.

Rebuilding in a Flood Zone: The 50 Percent Rule

If your home is in a flood zone, major repairs can trigger extra requirements. The Town explains that an improvement counts as a substantial improvement when the cost of the work equals or exceeds 50 percent of the structure's market value. Projects that cross that line need permits and must bring the building up to current code, which can include elevation or flood-proofing.

Before large flood damage restoration work begins, talk with the Town's Building Department, which helps residents with flood determinations, elevation certificates and insurance questions. The Town also encourages property protection such as flood panels, berms and other flood-proofing methods. Learn more on our flood damage restoration page.

Mold, Licenses and Insurance for Jupiter Properties

Based on EPA guidance, mold may begin growing within 24 to 48 hours once materials get wet. Florida's DBPR licenses mold assessors and mold remediators separately, and the statute's definitions tie the license to assessment or remediation of more than 10 square feet of mold. Confirm a license on MyFloridaLicense.com, and read about mold removal methods.

The Town reminds residents that standard homeowners insurance does not cover flooding and that flood policies carry a 30-day waiting period. Jupiter participates in the NFIP Community Rating System, and its 2022 hurricane guide lists a 20 percent premium reduction for residents in special flood hazard areas. Under Florida Statute 627.70132, a new or reopened property claim must be noticed within 1 year of the loss, with 18 months allowed for a supplemental claim.

Yes. New FEMA flood maps took effect in Jupiter on December 20, 2024. Check your address through the Town's flood zone information or Palm Beach County's FEMA flood map lookup, since your zone may have changed.

What should I do with my plumbing during a power outage in Jupiter?

The Loxahatchee River District asks customers to limit water use during outages. Homes on low-pressure sewer systems should avoid sending any water down the drains during an extended outage to prevent backups.

What is the 50 percent rule for repairs in a Jupiter flood zone?

If the cost of work on a structure in a flood zone equals or exceeds 50 percent of its market value, the Town treats it as a substantial improvement. It needs permits and must meet current code, so check with the Building Department first.
